**Ingredients**
* 1 lb ground beef
* 12 oz elbow macaroni or shells
* 1 small onion, diced
* 2 cloves garlic, minced
* 1 packet taco seasoning
* 1 can Rotel tomatoes with green chilies, undrained
* 2 cups beef broth
* 1 cup heavy cream or milk
* 2 cups shredded cheddar cheese
