Important update for NYC second home owners and investors — New York City has officially passed the Pied-à-Terre Tax, effective July 1, 2026.

If you own a second home in NYC that is NOT your primary residence and NOT rented to tenants — this applies to you.

Here is exactly what you need to know:

PHASE 1 — July 2026 through June 2028:
- Properties valued $1M–$3M: 4% annual tax
- Properties valued $3M–$5M: 5.25% annual tax
- Properties valued above $5M: 6.5% annual tax

Important: This phase uses the Department of Finance's current market value — NOT the assessed value. These two numbers can be very different. A property assessed at $1M could have a DOF market value closer to $5M.

PHASE 2 — July 2028 and beyond:
- Tax rates drop to 0.8%, 1.05%, and 1.3%
- BUT the city transitions to a new market-based valuation system using comparable sales
- Higher values, lower rates — it balances out differently for every property

Why two phases? NYC needs two years to build an entirely new valuation infrastructure for condos and co-ops. The current system wasn't built for this.
