New York City’s pied-à-terre tax remains law following a State Supreme Court ruling that found flaws in how the city identified and notified potentially affected property owners.

The September 29 decision ordered the city to revise that process; it did not strike down the tax. The city appealed, and implementation continues while the order is stayed pending appeal.

As of October 6, the Department of Finance still lists October 6, 2026, as the deadline for notified owners to submit exemption applications. Receiving a notice does not necessarily mean a property owes the surcharge.

The annual surcharge applies to certain high-value, non-primary residences. Separate lawsuits challenging the law itself remain pending.

🌳 After public feedback, NYC has revealed updated renderings of Park Avenue’s planned transformation between East 46th and East 57th Streets.

The biggest change: the proposed two-way bike lane has been moved out of the median and into its own protected space alongside it, leaving more room for pedestrians.

The 11-block redesign would widen the medians and add greenery, seating, public art and new crosswalks. It would also remove one traffic lane in each direction and convert an additional southbound lane for the bike path.

The work will be coordinated with the MTA’s reconstruction of the Grand Central train shed beneath Park Avenue. Construction is expected to take about five years, but no start or completion date has been announced.

Manhattan housing inventory declined 11.2% year over year in August - the steepest drop among the boroughs analyzed in StreetEasy’s August 2026 market report.📉

At the same time, 16% of Manhattan homes sold above their last asking price. Citywide, that share reached 22%, compared with 21% in August 2025 and 25% in July 2026.

Competition was strongest in Brooklyn, where 31.9% of homes sold above asking. Park Slope led every neighborhood analyzed, with 61.3% of homes selling above ask, followed by Greenwich Village at 40%.

With fewer Manhattan homes available, buyers are competing most heavily for properties that are well-priced, well-positioned and in strong condition - while listings that miss the mark may not see the same demand.
