When Thurston County approved the $169,000 regional Home Energy Score implementation contract on September 1, questions remained about whether all four jurisdictions had actually committed to paying their share.

TCRA kept asking those questions.

Now, Tumwater has confirmed it has not committed funding to the contract, Lacey has confirmed it has not committed funding for Phase 2, and Thurston County says the contract has not yet been signed and will return to the Commissioners in October to be reworked based on the cities' actual commitments.

THURSTON COUNTY TO REWORK $169,000 CONTRACT FOR HOME ENERGY SCORE ROLLOUT:

The Thurston County Board of Commissioners voted Sept. 1 to approve a two-year contract with Earth Advantage, on the assumption that the cost would be divided equally between the four jurisdictions included in the Thurston Climate Mitigation Plan: Thurston County, the City of Olympia, the City of Lacey and the City of Tumwater.

As approved by the Board of County Commissioners, each jurisdiction is on the hook for $20,000 this year and $22,250 next year.

While the City of Olympia and Thurston County have each passed their own Home Energy Score ordinances, the cities of Lacey and Tumwater have not.

Despite that, Thurston County Climate Mitigation Senior Program Manager Rebecca Harvey told the Thurston County Board of Commissioners that, to the best of her knowledge, both cities were committed to financing their share of the contract.

“They are setting up the infrastructure,” Harvey told the Thurston County Board of Commissioners during a regular business meeting on Tuesday, Sept. 1. “If and when they do approve the requirement, the program infrastructure will be there, and their stakeholders, their decision makers, are understanding that.”

That turned out not to be the case.
