Goodyear just passed a new ordinance that changes the rules for e bikes and e scooters across the entire city.

The Goodyear City Council unanimously approved regulations for electric stand up scooters, electric miniature scooters, and all classes of e bikes. The new rules align with Arizona Revised Statutes and include age requirements, helmet mandates for riders under 16, and civil fines for repeat violations. There are strict penalties for riding under the influence. Mayor Joe Pizzillo and Police Chief Brian Issitt both emphasized community safety as the top priority.
