Bills like these increase costs for rental property owners, increase rents, and raise credit criteria for tenants. They also add more licensing requirements and expand rules around leasing, eviction filings, tenant organizing, and compliance.

Bottom line: more regulation, more process, more exposure.

HAPCO is supporting a lawsuit against members of Philadelphia City Council’s Housing Committee for alleged violations of Pennsylvania’s Sunshine Act — ensuring decisions are made openly and fairly. At stake are Bills 250329 and 250330, which could significantly impact housing providers and property rights across Philadelphia.
Legal efforts like this take real resources. Contributions to the Legal Action Fund help cover critical costs and strengthen our ability to act, advocate, and protect a fair, transparent housing system—now and in the future.

The Safe Healthy Homes bills (Bill 250329 and Bill 250330) are still very difficult to understand. Recent amendments have made parts of the language more confusing, and in some areas, contradictory.

For rental property owners, that creates a serious problem: how do you comply with rules that are still shifting and unclear?

Would we be seeing this level of ongoing change without the lawsuit and the pressure on the City?

HAPCO Philadelphia will continue advocating directly for clear, workable legislation for rental property owners.
