California’s housing bond is moving fast—and one critical program is essential to helping our communities.

CAPP (the Community Anti-Displacement and Preservation Program) is included in the $10 billion housing bond (AB 736 / SB 417) heading to California voters this November. CAPP was specifically added to address something the other programs can't: saving affordable homes from being bought up and flipped by investors.

With $500 million in the bond, CAPP could preserve roughly 2,000 homes and protect affordability for an estimated 22,000 households over 55 years.

Here’s something most people don’t know about California’s housing crisis: we’re not just failing to build enough affordable homes. We’re actively losing the ones we already have.

In the last 5 years alone, 268,000 affordable homes—the kind where working families and seniors actually live—lost their affordability because investors bought them up and raised rents. Right now, nearly 80,000 more of those homes are at very high risk.

There’s a program designed to stop this. It’s called CAPP—the Community Anti-Displacement and Preservation Program. It’s part of the $10 billion affordable housing bond that California voters could approve this November (AB 736 / SB 417).

Here’s what CAPP does: it gives nonprofits, community land trusts, and local organizations the funding to buy those at-risk buildings before speculators can—and keep them affordable, permanently.

We were honored to celebrate the opening of our Center for Community Enterprises in Riverside last week alongside our partners, supporters, and friends.

The Center for Community Enterprises is nphs’ official Riverside headquarters, serving as a hub for resident-led solutions. The Center will leverage nphs affordable housing development platform, CDFI capabilities, and policy and research ecosystem to help advance innovative, community-driven solutions that create long-term impact.

Thank you to everyone who stopped by to celebrate and connect with us. We extend a special thanks to the City of Riverside, CA - City Government, County of Riverside - Government partners, community leaders, and all who gave us such a warm welcome.
