The proposed redevelopment of San Diego's City Operations Building fell through in March when Orum Capital withdrew from negotiations. The developer cited the updated term sheet from the city, saying the project no longer aligned with their financial and strategic objectives.

Orum Capital had been the only interested bidder, with plans for 225 residential units and ground-floor retail under a 99-year ground lease. The city says it has no immediate plans to put the property back on the market, until it settles a broader redevelopment plan for San Diego.

Ballots will continue to be counted through the week, so the final result is not confirmed yet. As of Tuesday night, 58% of San Diego voters opposed Measure A, which would have taxed owners of non-primary homes $8,000 a year starting in 2027.

The measure was estimated to affect around 5,100 homes locally and would have exempted certain situations like military service or a move to a care facility. The next vote count update is Thursday at 6pm.

I posted about this about 72 weeks ago when SeaWorld first proposed swapping fireworks for drones, and it's officially happening. The California Coastal Commission gave unanimous approval for a one-year pilot program at SeaWorld San Diego.

The commission's own ecologist reviewed the project alongside the U.S. Fish and Wildlife Service and concluded that impacts to migratory birds and coastal resources are unlikely to be significant, especially compared to fireworks.

That said, if noise, light, or bird strike thresholds are exceeded, shows would have to stop until changes are made. San Diego City Council President Joe LaCava testified in support, noting that residents in the area around Mission Bay have long pushed for a quieter, more environmentally friendly alternative. 🚁✨

Senate Bill 79, the Abundant and Affordable Homes Near Transit Act, becomes law on July 1 and it is already generating debate in cities like La Mesa. The state is mandating 2.5 million new homes over the next eight years, with at least 1 million earmarked for lower-income households.

SB 79 strips local zoning control near transit hubs, meaning city councils cannot reject qualifying projects in those corridors. La Mesa has five trolley stops, and every property within a half-mile of each one falls under the new rules.

Research from UC San Diego suggests expanded development rights near transit can push property values up 15 to 20% in those areas. Cities do have some options, including creating alternative transit-oriented development plans or applying for exemptions based on physical barriers like canyons, freeways, or wildfire risk zones.

Balboa Park never charged for parking until January of this year, when the city introduced fees to help close a budget deficit. The backlash was swift and the financial hit to park institutions was significant.

After a closed session, the City Council agreed to a settlement that will end paid parking and roll back trash fees, though the timeline extends through the end of 2026.

For the museums and cultural organizations inside the park, the news is welcome but the road back is not a short one. Staff that were laid off in anticipation of the slowdown are not coming back right away, and leaders say rebuilding their audiences will take real effort.

SDSU broke ground recently on Addison, a 126-unit affordable housing development on what used to be a parking lot east of Snapdragon Stadium. The units are one to three bedrooms, with priority access for eligible SDSU staff and faculty.

When complete, Addison will be one piece of a much larger 80-acre neighborhood that SDSU has been planning for Mission Valley for over a decade.
