Copper pipe theft claims are increasing, and so are disputes about excesses.
Trustees often assume βThe owner pays because it serves their section.β
But PMR 23.2(b) says something different. In a nutshell, it says that excess follows maintenance responsibility, not proximity.
This means, roughly:
β’ Common property = scheme expense
β’ EUA responsibility = EUA holder expense, if it serves the EUA
β’ Section responsibility = owner
Understanding this distinction avoids conflict and incorrect cost allocations.
