Bank of Canada

The Bank of Canada policy rate remains at 2.25%.

The next key decision is October 28.

But buyers should be careful: a Bank of Canada hold does not mean every mortgage rate stays the same.

Variable rates are closely tied to the Bank of Canada and prime rate.

Fixed mortgage rates are heavily influenced by bond markets.

That is why fixed rates can move even when the Bank of Canada does nothing.
My advice to buyers:

Do not buy based on assumed future rate cuts.
Make sure the home works at today’s payment.
If rates improve later, that is a bonus.

Mortgage Rates

Mortgage rates are still one of the biggest factors shaping the GTA market.

Current advertised high-ratio rates show approximately:

5-year fixed: 4.34%
5-year variable: 3.40%

Variable starts lower, but fixed offers more certainty.

The lowest rate is not automatically the best mortgage.

Buyers should compare:
payment,
risk,
penalty,
rate hold,
qualification amount,
and future flexibility.
Before making an offer, update your pre-approval and confirm today’s numbers.

Labour Market
Canada lost roughly 110,000 jobs over August and September combined.
That matters for real estate because housing demand is not only about price.
It is also about confidence.

A buyer may like a lower price but still hesitate if they are worried about job security, income stability, or future mortgage payments.

For sellers, this means buyers may take longer to decide and may negotiate more carefully.

For buyers, this means the purchase should work comfortably — not just barely qualify on paper.

Confidence matters as much as affordability.

GTA September Market
GTA September market update:
Sales were down 9%, but new listings dropped even more — down 14.4% year over year.
That means buyers are cautious, but sellers also have less competition than last year.
This is not a “hot” market, but it is not a flooded market everywhere either.
For sellers, pricing and positioning matter more than ever.
For buyers, there may still be room to negotiate — but the best homes in low-supply pockets can still move quickly.
The headline does not tell the full story. Your neighbourhood and property type matter.

Toronto Mayor Olivia Chow has promised stronger action against “slumlords,” including more proactive inspections and tougher enforcement against problem apartment buildings.

I support strong action against bad landlords.

No tenant should be forced to live with unsafe conditions, pests, mould, broken services, or landlords who refuse to maintain their property. Housing must be safe, clean, and properly maintained. When a landlord neglects basic responsibility, the City should act.

But the conversation also has to be fair and balanced.

There are thousands of small “mom-and-pop” landlords in Ontario who are not large corporations. Many are regular families who worked hard, bought one rental property, and depend on rent to pay the mortgage, property tax, insurance, maintenance, and utilities.

Bad tenants can cause serious damage too.

Non-payment of rent, repeated late payments, property destruction, illegal activity, and refusal to cooperate can financially destroy a small landlord. I know this personally. I have lost thousands of dollars from one of my own rental properties over the past few years. The eviction process is expensive, stressful, slow, and in many cases the chance of recovering unpaid rent or damages is almost zero.

So yes — go after bad landlords.

But also protect good landlords.

If a tenant loses their job or faces a genuine hardship, government should step in with emergency rental support so the tenant is not thrown into homelessness and the landlord is not forced to carry the entire loss alone.

If a tenant simply refuses to pay or destroys the property, the eviction process should be faster, fairer, and more practical.

Rental housing will not become more affordable or more accessible if small landlords are pushed out of the market. Many good landlords will simply sell, and that means fewer rental homes available for tenants.

We need a balanced approach:

Protect tenants from unsafe and negligent landlords.

Protect landlords from non-payment and serious property damage.

Speed up dispute resolution.

Support tenants facing genuine hardship.

Hold both sides accountable.

Affordable rental housing cannot be built on a one-sided system. A fair housing policy must protect responsible tenants and responsible landlords at the same time.

GTA buyers may have more opportunity right now than many people realize.

September sales were softer, prices remained under pressure, and many buyers are still cautious because of interest rates and affordability concerns.

That creates room for serious, well-prepared buyers.

But this does not mean every home is a deal.

The best strategy is to focus on:

✅ Updated mortgage pre-approval
✅ Real monthly carrying cost
✅ Neighbourhood-specific pricing
✅ Days on market
✅ Seller motivation
✅ Comparable recent sales
✅ Inspection and financing protection where possible

In today’s market, buyers who are prepared can negotiate better — but they still need to move carefully and confidently.
