From 23rd June 2026 new changes to HHSRS

The Housing Health and Safety Rating System (HHSRS) has been updated, but the reality for landlords remains the same: councils will continue to focus enforcement on the hazards that present the greatest risk to occupants.

If you’re reviewing your portfolio this month, I’d focus on these seven areas first:

βœ” Damp and mould
βœ” Excess cold
βœ” Electrical safety
βœ” Fire safety
βœ” Falls on stairs and steps
βœ” Structural defects
βœ” Poor ventilation and condensation

These are the issues most likely to result in improvement notices, enforcement action, costly remedial works and, in some cases, civil penalties.

The challenge for portfolio landlords is that many of these hazards develop gradually. A property can appear to be performing well while underlying issues are building unnoticed.

Regular inspections, preventative maintenance and early intervention are often far cheaper than responding to formal enforcement action.

With increasing regulation across the private rented sector, the landlords who treat compliance as an ongoing asset management exercise rather than a reactive process will be best positioned to protect both rental income and long-term asset value.
