🏠 Awaab’s Law: new guidance for landlords published

Awaab’s Law comes into force in Scotland on 6 October 2026, introducing new legal timescales for social and private landlords responding to reports of damp and mould.

From this date, landlords will be required to:
• Have reports of damp or mould investigated by a competent person within 10 working days
• Issue the tenant with a written summary within 3 working days of the investigation concluding
• Where substantial damp or mould is identified, commence required repairs within 5 working days of the investigation concluding
• For private lets, complete repairs as soon as reasonably practicable

The Scottish Government has now published detailed guidance to help landlords understand and comply with these new duties.

SAL strongly recommends that all landlords and letting agents familiarise themselves with the guidance ahead of 6 October.

🏠 Buy-to-let market update

There have been a number of changes across the BTL mortgage market, with several lenders reducing selected fixed rates and introducing updated criteria.

Recent changes include rate reductions from BM Solutions, Coventry for Intermediaries, NatWest, HSBC, Accord, Santander, Landbay and Aldermore, alongside refreshed products from Paragon Bank and changes to lending criteria from several providers.

Paragon has also reduced rates on the shared exclusive range available to SAL members, with selected products offering a 0.25% reduction on the lender completion fee compared with its core range.

🏠 EPC reform update for Scottish landlords

The Scottish Government has published draft regulations proposing that new-style EPCs are introduced from 30 April 2028, following the previously announced delay.

From this date, new EPCs will use a new methodology, include a Heat Retention Rating (HRR) showing how well insulated a property is, and be valid for 5 years rather than 10.

There will be a transition period until 30 April 2029, during which an existing EPC under 10 years old can still be used for the first new let.

A second new let during this period would require a new-style EPC.

The delay also means the proposed Minimum Energy Efficiency Standard (MEES) for the private rented sector cannot begin on 1 April 2028 as previously proposed.

SAL has called for landlords to have at least two years between the introduction of new EPCs and the first MEES trigger date.
