LandTech and LPDF have joined forces on a new quarterly Planning Pulse Survey - a research programme designed to build a real-time, data-led picture of where the planning system is working and where it isn't.

The planning system's problems are well understood by everyone working in it. What's been missing is consistent, comparable evidence to back up the anecdotes - and to give practitioners a credible voice in the policy conversation.

79% of respondents say LPA resourcing is the primary cause of delays at S106 stage.

Not disagreements over terms. Not legal complexity. Resourcing.

That's a capacity problem, not a policy problem - and it's one that a quarterly data set can actually help make the case for fixing.

This is one of the early findings from the Planning Pulse Survey, launched this week at UKREiiF in partnership with LPDF. We're building a longitudinal picture of planning system performance, quarter by quarter.

Here's something that surprised us when we were putting this paper together.

Our modelling suggests that approximately 80% of the evidence requirements for a new SDS could be met from data that already exists - through national datasets, government data platforms, and regionally maintained sources - without any bespoke commissioning at all.

That means the real commissioning gap is the last 20%. The genuinely novel analysis. The locally specific questions that can't be answered from existing sources.

The problem is that under the current model, nobody maps what already exists before they start commissioning. They commission by category, not by gap. The result is spending significant money on analysis that duplicates work already done elsewhere, at a combined cost that would fund a shared evidence infrastructure many times over.

The Minimum Viable Evidence Base framework in our white paper is designed to change that discipline. Start with what exists. Commission only what doesn't. Specify open data deliverables, not static reports.

UKREiiF is done for another year. The conversations in Leeds were good ones - on housing delivery, planning reform, digital infrastructure, and what it'll actually take to build the homes England needs.

National planning reform gets most of the headlines. But according to our new quarterly Planning Pulse Survey, it's local policy that's doing more of the blocking.

64% of respondents say local frameworks create more friction for their projects than national policy. Only 39% point the finger at national.

There's a useful distinction in our new white paper that's worth pulling out.
The current model treats planning evidence as a product. A brief goes out, a consultant comes in, a PDF gets published. It answers the questions it was asked, at the data vintage that was available, for the geographic boundary that existed at the time. Then it starts going out of date.

Live open data infrastructure treats evidence as an asset. The underlying data - on housing land availability, infrastructure capacity, environmental constraints, demographic change - is held in standardised, machine-readable form, maintained continuously, and queryable at any geographic scale. An SDS can aggregate it to the strategic footprint. A unitary authority can disaggregate it to the local plan area. Both are working from the same source.

The conformity relationship between the two tiers stops being an evidential conflict and becomes a question of geographic scale.
