This is the supplemental property tax - and it catches Folsom first-time buyers every single time. When you purchase a home that was previously assessed at a lower value, California reassesses it to your purchase price. The gap between the old assessed value and what you paid generates a supplemental bill that arrives months after closing - completely separate from your regular tax estimate.
After 25 years in real estate, this is still the one I watch people miss most. It's not hidden. It's just never explained until it shows up in the mailbox.

Folsom is planning 6,363 new housing units by 2029. Folsom Ranch is projected to add 11,000 homes over the next 25–30 years.

The question every established homeowner is asking: does increasing supply hurt my home's value?

The short answer: it depends on what you own and who buys it.

New construction serves buyers who want modern floor plans, builder warranties, and communities still being built out. Established neighborhoods offer something new construction can't replicate on any near-term timeline — lot size, mature landscaping, community character, and location.

More new construction is coming to Folsom. Established homeowners are asking: does that hurt my home’s value?
Here’s what the data actually shows.
Folsom has a RHNA obligation to plan for 6,363 new housing units by 2029. Folsom Ranch is adding 11,000 homes over the next 25-30 years. And right now, 934 quick-move-in homes are already under construction across Folsom - ranging from $415,990 to over $2.5 million.
That sounds like a lot. But the buyers purchasing new construction in Folsom Ranch aren’t the same buyers looking for an established home in American River Canyon, Willow Creek, or Empire Ranch. Different buyer profiles. Different price points. Different reasons for choosing.
More supply in the right locations doesn’t erode what established homeowners have built. It creates a healthier, more sustainable market - one where prices reflect value instead of desperation.

Same house. Same price. $2,118 more - just because of the city.
Most sellers don't find out until the closing disclosure lands. The documentary transfer tax in Folsom is $1.10 per $1,000 of sale price. In Sacramento City, it's $3.85. On a $770,000 sale, that's $847 versus $2,965. same price range. $2,118 difterence..

Folsom turned 80 last night, and the city wrote it across the sky over Lake Natoma.
Hundreds of drones, one after another: the American flag. America 250. A bald eagle with a wingspan that filled the whole frame. A Gold Rush rider on a bucking horse.
The Rainbow Bridge rebuilt in light, right above the real one. And then, at the end
- “Cheers, Folsom. “
The part that got me was watching them light up Twin Lakes Food Bank and a pair of hands holding a heart. Eighty years of a city, and what it chose to put in the sky
was the people who take care of each other here.
And I watched the whole thing from my own backyard. That’s American River Canyon.
The canyon opens up toward Lake Natoma, and on a night like this you don’t need a parking spot - you need a chair.
Eighty years is long enough for a place to become something specific. Last night made the case better than I could.

Most Folsom sellers want speed, price, and certainty. The market only guarantees one of those.
In Folsom right now, homes are averaging 53 days on market. But well-priced homes in good condition are still going under contract in 13 days. That gap is almost entirely a strategy question - not a market question.
If you have a real closing date and you need the sale to work around your life, the answer isn’t to hope the market cooperates. It’s to understand the two things you control and the one thing you don’t - and build your plan from there.
