RISE Doro was officially welcomed to the Jax skyline on June 4 with a Grand Opening Ceremony set to the stunning city backdrop. Jacksonville Mayor Donna Deegan and RISE President Greg Blais cut the ribbon on this stunning 247-unit mixed-use development at 960 E. Adams St. which heralds another milestone for the future of Downtown Jacksonville.

What does high-level ex*****on look like in a P3 development?

It looks like delivering a 720-bed, 250,000 SF student housing community substantially ahead of schedule.

At Jax State Phase II — also known as West Campus Village — RISE is demonstrating what’s possible when an aligned P3 team executes with urgency, creativity, and accountability from day one.

Awarded by Jacksonville State University and the JSU Foundation in August 2024, the team immediately launched an accelerated design and concurrent pricing process that culminated in a financial closing in January 2025 and a highly coordinated construction effort now tracking toward completion months ahead of schedule and well in advance of the project’s August 1, 2026 delivery commitment.

The project team was challenged early not only by the arrival of tariffs impacting the market shortly after the GMP was established, but also by a site requiring significant elevation changes. Rather than importing massive amounts of fill material from regional sources, the team developed an innovative on-site lake strategy that generated approximately 225,000 cubic yards of usable fill directly from the property itself.

The solution accelerated sitework, substantially reduced associated costs, and created long-term aesthetic value for the university. Most importantly, it positioned Jacksonville State University to plan for Fall 2026 student move-ins with confidence.

“In less than two years, our team designed, priced, financed, and delivered a large-scale on-campus community because the right partners were aligned from the beginning and committed to ex*****on at a high level,” said Jeremy Doss, RISE Senior VP of Development.

Purpose-built for the upper-class student experience, the community includes 716 private-bedroom apartments and suites, 18 Greek Life chapter rooms, a top-floor Gameday Lounge overlooking the baseball and soccer venues, and an elevated berm that will serve as “Cocky’s Corner” along the right field fence of the baseball stadium.

RISE highly values its project partners, including Niles Bolton Associates and Choate Construction Company. Success on projects like Jax State Phase II comes from assembling highly aligned teams that communicate proactively, operate concurrently, and bring deep expertise in on-campus student housing development.

From Intern to Industry Leader: Today, we celebrate Jeremy Doss' 25 years at RISE.

A graduate of The University of Georgia, Jeremy joined RISE in 2001 as an intern and quickly propelled his career, becoming a cornerstone of everything that has made RISE the national student housing industry leader it is today. As Senior Vice President leading our P3/on-campus division, he has guided higher-ed partners through some of the most complex campus developments in the country — student housing, dining, retail, parking, and more — across more than 10 million square feet and $2.47 billion in project value.

His relationships with university partners aren't just professional; they're built on trust, accountability, and a genuine commitment to each institution's mission.

RISE recently celebrated a major construction milestone for Mountaineer Ridge at Appalachian State University. Alongside partners including Choate Construction Company and Niles Bolton Associates, the RISE team traveled to Boone, NC, on April 28 to recognize the “Dry-In” of this new 852-bed residence hall, which is set to deliver to campus for the Fall 2027 semester.

The Dry-In ceremony was also an opportunity for RISE and its partners to recognize and celebrate the efforts of the construction crew and subcontractors who are bringing this project to life. The event included lunch, raffle prizes, and commemorative shirts for the team. RISE’s Senior Vice President of Development, Jeremy Doss, delivered remarks thanking our partners, workers, and university administration for their dedication.

Mountaineer Ridge represents the fourth phase of RISE’s transformational on-campus public-private partnership (P3) development at Appalachian State University. Scheduled to open for the Fall 2027 semester, the 852-bed community encompasses 384,269 square feet on a 14-acre site strategically located adjacent to App State’s new Track & Field Facility, Softball Stadium, and Indoor Tennis Facility.

Including Mountaineer Ridge, RISE will have delivered 3,155 student beds across four phases to the Boone campus. Phases I-III delivered on-budget and on-time, and included core campus residence hall replacements and new builds totaling 2,303 beds and a 477-space parking deck.

Mountaineer Ridge complements the previously delivered residence halls: Thunder Hill and Raven Rocks Halls (912 beds delivered for Fall 2020), Laurel Creek Hall (638 beds delivered for Fall 2021), and New River Hall (753 beds delivered for Fall 2022).

With over 1.1M SF of housing delivered to campus through this Public-Private Partnership, RISE is proud to be a leader in transformational campus developments. Through our partnerships, collaboration, and industry expertise, RISE has forged relationships of trust with partner universities that extend far beyond the initial phases of projects.

We appreciate our RISE veterans and our family members who are currently serving, and we are proud to stand in solidarity with our service members. To show our support the RISE team is wearing red on Friday’s during the month of May.

R.E.D. Friday is a tradition standing for "Remember Everyone Deployed," designed to show support for service members stationed overseas. Particularly in May, which is National Military Appreciation Month, this act honors the sacrifice of troops and their families, ensuring they are not forgotten.

RISE supports the work of the Avet Project which is an organization that empowers our military veterans and their families. This amazing organization’s mission is to bring focus upon and heighten awareness to the needs of the United States service men & women and other needy Americans in providing programs and services of assistance, entertainment, and counseling by enlisting the public’s aid.

RISE is excited to share the announcement about our latest Public-Private Partnership (P3) with the University of Tampa. Following a nationally competitive procurement process, RISE was selected alongside partners Niles Bolton Associates, Juneau Construction Company and FBR Design Group to deliver 833 beds to campus ahead of the Fall 2028 semester.

Jeremy Doss, RISE Sr. VP, shared. “UTampa’s unique setting, vibrant campus environment, and connection to the Tampa community create an exceptional experience for students. This new residence hall will further enhance opportunities for connection, engagement and success.”

Tailored for freshmen and sophomores, this residence hall offers a carefully designed environment that balances academic focus with community life. We are thrilled to share that RISE received the Best Public/Private Partnership (P3) Development award at the 16th Annual ‘Student Housing Business’ Innovator Awards. This award recognizes Phase I of RISE’s on-campus housing P3 at the University of Tennessee.

Poplar and Beacon halls delivered 1,954 beds to campus ahead of the Fall 2025 semester – delivered on-budget and on-time.

Jeremy Doss, Senior Vice President of Development, shared, “This recognition comes from the Student Housing Business Innovator Awards and is particularly meaningful given the level of competition. The project was selected from a large pool of recently completed on-campus P3 developments from across the country and evaluated by a panel of judges representing both the public and private sectors.”

RISE will be delivering an additional 1,028 student beds for the Fall 2026 semester as part of Phase II – Torchbearer Hall.

We continue to celebrate RISE’s first place recognition by J Turner Research in their 2025 TALi Awards – as well as our individual communities’ rankings in the national Top 50 for resident loyalty.

Finally, we recognize RISE Thirty Fourth in Gainesville, FL which was recognized as the second highest individual student community in the entire nation for resident loyalty. This is a resounding testament to the hard work of our Gainesville team who live the RISE mission every day to improve lives and impact people positively – one person at a time.
