We’re racing daylight, but the ADU foundation is officially cleared for concrete 🏗️

Our first city rebar inspection did not pass. The inspector required J-bars every 32 inches, and we completed that correction the same day.

The following day, our engineer came out for the scheduled observation and issued the required observation report. Then the city returned another day later, reinspected the work, and approved it.

The concrete truck arrives tomorrow morning around 7:00. Once the foundation is poured, we move directly into framing.

Seeing this much rebar up close puts the work into perspective. Most people will never see what is underneath the finished house, but this is where the strength begins. In earthquake country, these structural details matter.

California’s Prop 37 could provide eligible homebuyers with down payment assistance of up to 17% of a home’s purchase price.

But for San Fernando Valley buyers, the headline doesn’t tell the whole story.

The proposed program would apply to newly constructed homes and would function as a second mortgage, not a grant. That distinction matters, especially in a Valley housing market where much of the available inventory is resale.

So where could it actually apply? What are the price and eligibility limits? And what does Warner Center, Porter Ranch, and other areas of the Valley have to do with it?

Eleven California housing bills are sitting on the Governor's desk right now. He has until September 30.

And here is what nobody tells you: if he does nothing, most of them become law anyway.

Four of them land on a San Fernando Valley lot.

SB 1116 rewrites the small-lot subdivision rules. The postwar Valley was built on flat, oversized lots. A 7,500 sq ft lot in Reseda is ordinary here and a luxury almost everywhere else in California. This bill changes who can afford to bid on it.

AB 956 would allow two detached ADUs instead of one.

SB 1117 stops cities from charging impact fees on the full square footage of a larger ADU.

SB 1014 puts a clock on the improvement list that quietly kills small projects.

I am not going to tell you this makes your house worth more. I do not know that yet, and neither does anyone quoting bill numbers at you. What I will tell you is that the value of a Valley lot has always been a function of what can legally be built on it, and that variable is being edited right now.

Own a Valley lot over 7,000 sq ft? This is the month to find out what your dirt is worth separately from your house. Those are two different numbers and most owners have only ever been told one.
