St. Louis could join a short list of cities to do this by amending its existing ADU ordinance ( #72036), updating the use permissions for N-A, N-B, and N-C in the ZOUP Draft Zoning Districts, or proposing new legislation."

Figuring out what to do with the old St. Alexius.

"Transferring a major portion of the empty nursing school and healthcare campus to the St. Louis Land Reutilization Authority — tasked with maintaining the city's stock of thousands of abandoned buildings — could give the city more leverage to address the property. The transfer to the LRA would wipe out the tax debt and clear the title, allowing a new developer to start fresh."
