Surrey Just Opened a Review Into Its Multiplex Rules

On July 27th, Surrey City Council approved a full review of its Small-Scale Multi-Unit Housing (SSMUH) program, the bylaw that already lets most single family lots hold three to six homes without a rezoning application or public hearing.

For owners and investors, this is worth watching closely. Surrey’s SSMUH framework, in place since July 2024, already applies to more than 72,000 lots across the city. Properties zoned R3, with 18 metres of frontage and rear lane access, are the only lots that qualify for a five or six unit houseplex, and lots within 400 metres of frequent transit can add up to six units with no required parking. A review like this typically fine tunes implementation rather than pulling back density, so the underlying opportunity for multiplex conversion and land assembly remains very much in play.
