In the HHSRS, hazards are never viewed in isolation — it’s about how they interact.

Take this example:

🔹 Primary Deficiency: A steep staircase
On its own, the likely outcome may be a minor injury such as bruising.

🔹 Secondary Deficiency: A sharp radiator at the bottom of the stairs
Now the risk changes completely.

This is where the HHSRS principle of “Spread of Harm” applies. The radiator doesn’t cause the fall but it dramatically increases the severity of the outcome. What could have been a minor injury may now become life-threatening.

…that loosely resting Carbon Monoxide alarms alarm rather than mounting can be classed as a category 1 HHSRS hazard?

Carbon monoxide (CO) alarm mounting is a simple step with major implications for tenant safety and it directly aligns with the Housing Health and Safety Rating System (HHSRS), particularly the hazard of excess gases (CO).

Under HHSRS, landlords are expected to assess and reduce risks where combustion appliances (boilers, gas cookers, fires) could produce carbon monoxide. CO is odourless and invisible, so correct alarm placement is critical to early detection.

Good practice for CO alarm mounting is not just “having one installed”, but ensuring it is correctly positioned:

Ideally installed at breathing height (around 1–3 metres from potential sources of CO)

Positioned in the same room as fuel-burning appliances where appropriate, but not directly above or beside them

Avoiding dead air spaces (corners, behind furniture, or near vents/windows where airflow may delay detection)

In HHSRS terms, improper placement can contribute to a Category 1 or 2 hazard if it reduces the effectiveness of detection and increases exposure risk.

For landlords, it’s worth remembering: compliance isn’t just about fitting alarms - it’s about ensuring they actually work as intended in real-world conditions.
