Planning applications remain at their lowest level in over a decade.

Planning activity has declined each year since its post-pandemic peak in 2021, reflecting ongoing structural constraints within the planning system as well as wider economic and affordability challenges affecting developments.

This will make the Labour government’s 1.5m homes commitment even harder to achieve.

Approximately 689,000 planning applications were submitted in 2025, the lowest annual total recorded since 2012, while the national rate fell to a record low of 995 applications per 100,000 people.

The share of properties bought by landlords between January and April this year rose to its highest level since 2016 – accounting for 13.3 per cent of buyers across Britain, up from 9.9 per cent last year.

However the data showed almost a quarter of the homes being bought – or 22.9 per cent – had been sold by other landlords, up from 16 per cent a year ago. This indicates a growing property exchange between landlords who want out – the amateur “dinner party landlords” – and the seasoned professionals who are staying in.

It’s the professionals who look like the landlords of the future. That’s possibly no bad thing: they are best placed to ride out the bad times and provide the best service to tenants. But if many investors are concentrated on the more profitable north, a shortage of rental homes in London and the south is likely to drive up rents.
