* People who establish Florida residency after January 1, 2027 would need to maintain Florida residency for up to five years before qualifying for the increased homestead exemption. This is the provision aimed at protecting long-time Florida residents.
3. Protection of local government services
* Remaining property tax revenue would be limited to funding core services such as public safety, schools, infrastructure, and natural resources.
4. Small business tax protections
* The proposal would limit future property tax assessment increases on businesses to provide greater predictability.
5. State assistance fund
* A new state trust fund would provide grants to local governments to help offset lost revenue and maintain essential services.
6. Voter approval required
* The proposal must first pass the Florida Legislature and then receive at least 60% voter approval in a statewide referendum before taking effect.

For current Florida homeowners, the most significant feature is the proposed elimination or major reduction of property taxes on homesteaded primary residences, while new residents would wait up to five years before receiving the expanded tax benefit.
