Recent research shows that California was one of just five states to see a population decline last year—down by about 9,465 residents from 2024 to 2025, a modest 0.02% decrease. While U.S. population growth overall slowed to under 1%, Vermont saw the largest dip. Here in California, our median age is now 39, with 5.21% of residents under 5 and 17.5% over 65. As someone who’s called Vista home since 1998 and helped many clients navigate transitions—whether buying, selling, or downsizing—I see firsthand how these demographic shifts influence the local real estate landscape. Understanding who’s moving, who’s staying, and how our communities are evolving is key to making informed decisions, especially as our neighborhoods change. Proposition 37: 17% Second Mortgage | RealtorHeleneB at your service
California is considering an innovative proposal—Proposition 37—which could make homeownership more accessible for many families. If approved, this measure would introduce a state-backed second mortgage program, allowing qualifying buyers of certain new homes to contribute just 3% upfront. With up to 17% of the purchase price available in assistance, buyers could combine these funds to reach the 20% down payment mark, while the primary mortgage covers the rest. The program may issue up to $25 billion in revenue bonds, repaid by participants’ loan payments.

This approach aims to address a major challenge I see often: the struggle to save for a down payment, especially among families—including many in our Latino communities—who can manage monthly payments but find the upfront costs daunting. On November 3, 2026, California voters will decide if this plan moves forward.
