ARTICLE ALERT

What Are Transferable Development Rights (TDRs)?

By Craig Forrester – Director

If you own rural land in the Auckland region, TDRs could give you subdivision opportunities you didn’t realise were possible.

Simply put, a TDR lets you transfer a subdivision right from one rural property to another in the Countryside Living zone. This can:

• Allow smaller lot sizes (down to 1ha)

• Help properties under 4ha qualify for subdivision

• Increase lot yield for larger properties

Curious about what PC120 means for your property?

We’ve just published a breakdown of Auckland Council’s new Plan Change 120—the replacement for PC78 that reshapes how and where intensification will happen across the region.

PC120 removes blanket MDRS rules, strengthens natural hazard controls, and focuses growth around centres and rapid transit. For many suburbs, this means zoning and development potential may change.

If you’re considering development, rezoning implications, or preparing a submission, our planning team can help you understand how PC120 affects your site—and where new opportunities could emerge.

Submissions close 19 December 2025
